In the event there was no war damage compensation schema in Hong Kong and the other Governments concerned have themselves set up war Denage Commissions which are I think carrying out mofé of the functions that it was proposed should be performed by the Board of Trade. In these circumstances we assume that the proposal to set up a special department in the Board of Trade was not pursusd.
I hasten to add that what I have said implies no lack of appreciation of the help which the Board of Trade has given Colonial Governments and the Colonial office, on the contrary we are very conscious and grateful for the advice and material assistance without which the local War Dannge Comissions and Governments could not have achieved the present position
